CETCA (Community Empowerment Through Collective Action) was founded four years ago, inspired by the strength and resilience of women-led movements across India. The organization began when three passionate women, connected through common social circles, came together with a shared vision: to uplift and empower marginalized communities, especially women and girls.
Driven by a commitment to social change, these women harnessed their diverse experiences and unified their efforts to create CETCA. Starting with small, local initiatives, they quickly grew into a grassroots movement, dedicated to addressing issues like education, health, and economic empowerment in Bijnor District. CETCA has since become a trusted ally for those striving for dignity, opportunity, and inclusion, working hand-in-hand with the communities it serves.
Through collective action, CETCA continues to honour its founders’ vision of a just and inclusive society, empowering individuals to transform their own lives and communities.

The purpose of CETCA is to create sustainable change in the lives of marginalized communities by fostering self-reliance, social inclusion, and economic empowerment. A dedicated rural development activist, Seema works extensively across Bijnor District in Uttar Pradesh, focusing on rural education, farmer welfare, and community development. Previously, she was affiliated with Women Power Connect, a national social development organization based in Delhi. Later, she initiated grassroots efforts in Madanpur Khadar Village, forming self-help groups (SHGs) and offering free tuition to children in slum areas. She also conducted door-to-door visits, providing counselling to slum residents, particularly rag pickers, encouraging them to start small businesses to support their financial needs.
After her marriage brought her to Bijnor, Seema became deeply involved in integrating local village communities into the mainstream, raising awareness on the importance of education, farmer welfare, and sustainable livelihoods.
